In order to fully mobilize the enthusiasm of employees to participate in power safety production work, deepen the investigation and governance of accident hazards, promote the implementation of the main responsibility of power enterprises for safety production, and effectively prevent and curb the occurrence of power accidents (events), in accordance with the Safety Production Law and the "Opinions of the State Council Safety Production Committee on Promoting the Establishment and Improvement of the Internal Reporting and Reward Mechanism for Accident Hazards in Production and Operation Units" (Safety Committee [2024] No. 7), the following notice is hereby issued to promote the establishment and improvement of the internal reporting and reward mechanism for accident hazards in power enterprises:

Encourage employees of power companies to report the following situations:

1) Unsafe human behavior.

2) Unsafe state of facilities and equipment.

3) Unsafe factors in the environment.

4) Defects and loopholes in security management.
