    To actively participate in the construction of large-scale PV power plant projects in Saudi Arabia and the Middle East region, there is a current need to connect with Chinese enterprises possessing full EPC (Engineering, Procurement, and Construction) contracting capabilities for large-scale PV projects. The aim is to promote their collaboration with local major engineering companies to jointly participate in bids for Saudi PV power plant projects.

 (1) Target Enterprise Screening Criteria

     Project Experience Requirements: Must have practical experience in undertaking EPC projects for PV power plants with a scale of 500MW to 1GW; priority given to enterprises with a cumulative construction track     record exceeding 1GW of PV power plants.

     Technical and Management Capability:

   Must possess full-process implementation capabilities from project design, equipment integration, civil construction, electrical installation to grid connection debugging; priority given to those with mature international project management teams and overseas construction experience.

 (2) Project Participation Process (Using Saudi ACWA Project as an Example)

Step 1: Jointly Prepare Pre-qualification Materials (PQQ):

Chinese EPC enterprises and local partners jointly compile qualification documents, performance proofs, technical proposals, etc.; submit to the project owner for pre-qualification.

 Step 2: Pass PQQ Pre-qualification:

    Only enterprises (or consortia) passing the pre-qualification are eligible to enter the subsequent bidding stages.

 Step 3: Participate in Phased Tenders for ACWA PV Projects:

Saudi ACWA is progressively advancing multiple large-scale PV projects in phases; continuous tracking and participation in the tenders for each phase is required.

 (3) Saudi New Energy Development Background and Market Demand

     The Saudi government plans to achieve 50% of its electricity from renewable energy by 2035; the current share of renewable energy is less than 5%, indicating huge growth potential over the next decade. As a primary energy source, PV will see sustained, large-scale investment and construction.

 (4) Localization Requirements for Participating in Middle Eastern Government Projects

     The vast majority of government projects in the Middle East (including those by ACWA, etc.) impose clear localization requirements on bidders, mainly reflected in the following two points:

     Bidding enterprises must meet one of the following conditions:

a) Have a local subsidiary, factory, or operational entity;

b) Establish a Joint Venture (JV) company with a local enterprise.

     Purpose of Localization:

      To meet local employment policy requirements (e.g., Saudization), creating jobs for Saudi nationals;

     To ensure long-term after-sales service and operation & maintenance support capabilities for the project.

(5) Current Market Cooperation Opportunities

     While local large engineering companies possess resources and local qualifications, they generally lack practical experience in PV power plant EPC. These companies are actively seeking cooperation with experienced Chinese or international EPC enterprises through establishing JVs to Jointly Bid.

    Cooperation Model: The Chinese partner is responsible for technology, construction, and project management; the local partner handles localization compliance, government relations, and resource coordination.

     Typical Case:

    Hithium has successfully won a bid for a 5GW energy storage project, and its first phase is currently under intense construction.
