Recently, the Development and Reform Commission of Sichuan Province (China) issued a notice on the issuance of the” Implementation Plan for the Construction, Operation and Management of Virtual Power Plants in Sichuan Province” (Chuanfagai Energy [2025] No. 278). The document specifies that a "1+N" virtual power plant management service system will be constructed in accordance with the working principle of "government departments leading, power grid enterprises serving, operational entities implementing, and resource aggregation participating".

    Building a provincial-level virtual power plant operation and management platform based on the new power load management system, interconnected with the power trading platform, power grid dispatch control system, and various virtual power plant operator platforms, providing services such as operator platform access, qualification review, capability verification, operation monitoring, and operation effect evaluation for N virtual power plants in the province, achieving unified management and services for virtual power plants throughout the province. By 2027, the management and market trading mechanism of virtual power plants will continue to deepen, and the province's virtual power plants will develop in a standardized and market-oriented manner. The overall adjustable capacity will strive to reach 3% of the maximum electricity load of the Sichuan power grid, fully leveraging the important role of virtual power plants in enhancing power supply capacity, promoting the consumption of new energy, and improving the electricity market system.
